THE AFFORDABLE HOUSING ALLIANCE PARTNERED WITH THE ALPERT GROUP TO DEVELOP THIS PROJECT
[Ocean Township, NJ] The Affordable Housing Alliance (AHA) and the Alpert Group hosted this morning the Ribbon Cutting ceremony for Cindy Lane Apartments, a 48-unit development that provides affordable housing for families and individuals in Monmouth County.
Representatives from the Affordable Housing Alliance and the Alpert Group, were joined by the Senior Adviser on Diversity, Faith, Urban and Regional Growth, Derrick Green, District 11 Senator Vin Gopal, Mayor Christopher Siciliano of Ocean Township, Deputy Mayor of Ocean Township Richard Long, Monmouth County Freeholders Tom Arnone, Gerry Sharfenberger and Susan Kiley, Ocean Township Councilwoman Donna Scepiga, Chief of Staff of the New Jersey Housing and Mortgage Finance Agency (NJHMFA) Katie Brennan, Jessica Rohr from Congressman Christopher Smith’s office, and other local leaders in a ribbon-cutting ceremony for the opening of the brand new Cindy Lane Apartments located in Ocean Township.
Cindy Lane Family Ventures LLC. is a 48 unit development that provides affordable housing to individuals with incomes up to 60% of the area median income, with five units set aside for households with special needs. The AHA developed Cindy Lane in partnership with the Alpert Group using Super Storm Sandy relief funds as well as LIHTC. The AHA is one of a few local non-profits who can meet the experience requirement for NJ LIHTC applications.
“I am very honored to be part of this,” said Donna Blaze, CEO of the Affordable Housing Alliance, “when you see what it does for families to have their own place, a quality place with services, it changes family opportunities for generations to come.”
The total cost for the project was $14.9 million. $8 million came from funds targeting Sandy Recovery (CDBG) and 4.2 million in Tax Credits. HMFA provided the balance of the private financing needed.
Construction for Cindy Lane began in 2018 and was just completed in 2019. The site is currently at 50% occupancy as new residents are moving in daily, but 100% occupancy is expected by the end of May.
Applications and client selection is made first by random selection and then by income certification. As of today, hundreds of potential candidates have applied for a chance to live in one of these 48 apartments.

Started in 1991 to address the overwhelming need for quality, affordable housing in Monmouth County, the AHA has grown from an initial grant of $25,000 to a private 501(c)3 non-profit organization with over $20M in operations annually. Founding Director Donna Blaze, now CEO, leads a staff of over 80 dedicated employees augmented by volunteers and non-profit community partners.
Our work has been recognized at local, state and national levels, including earning NeighborWorks America’s highest rating as an Exemplary Member.
