Chief Human Resources Officer

Jocelyn Armstrong has worked in Human Resources for more than two decades, with twenty of those years seeing her in top-level management positions. With a focus on non-profits, Jocelyn brings with her a strong understanding of the administrative functions of large agencies and has specialized experience in strategic planning, recruiting, benefits administration, employee relations, and policy writing.

Jocelyn continually looks to strengthen the link between employees, management, and stakeholders through a deep commitment to working in a collaborative, transparent, and inclusive manner which allows the building of lasting relationships with all types and levels of employees.

With the constant evolution of the Human Resources discipline, Jocelyn continues to develop and explore how to better provide HR services and tirelessly strives to enhance departmental infrastructure to ensure the agency’s necessary long-term success. Jocelyn received her Bachelor of Arts degree in Political Science and Religion from Rutgers University, New Brunswick, and holds a Juris Doctorate degree from the Catholic University of America in Washington DC.
