One of Only Five Projects Statewide to Receive Funding for Hurricane Ida Recovery Housing Initiative
Robbinsville Township, NJ – The Affordable Housing Alliance (AHA) has been selected by the New Jersey Department of Community Affairs (DCA) as one of only five housing development projects statewide to receive funding under the Smart Move Program, a Hurricane Ida recovery initiative designed to create quality, energy-efficient, resilient, and affordable single-family homes in safer locations.
The award will fund AHA’s Robbinsville Gordon Homes project, which will create a six-home subdivision off Gordon Road in Robbinsville Township. The development will feature a cul-de-sac design with single-family, three-bedroom homes available for purchase by residents at 50%, 80%, and 120% of the Area Median Income (AMI). Preference will be given to residents who participated in New Jersey’s Blue Acres Buyout Program and first-time homebuyers.
“This award represents an exciting opportunity to create innovative, resilient housing solutions for families impacted by Hurricane Ida,” said Chris Pugliese, Chief Property Development Officer for the Affordable Housing Alliance. “We’re designing these homes to the highest standards of energy efficiency and resilience, incorporating Passive House design principles and geothermal technology. This project demonstrates our commitment to building homes that not only provide stability for families but also protect them from future climate-related disasters.”
The Smart Move Program is administered by DCA’s Division of Disaster Recovery and Mitigation and funded with Community Development Block Grant–Disaster Recovery (CDBG-DR) funds from the U.S. Department of Housing and Urban Development (HUD). The program specifically targets Hurricane Ida-impacted counties, providing safe housing options for displaced families while advancing climate resilience goals.

The Gordon Homes project will feature both single-story accessible units and two-story home models, all designed to be as energy-efficient and disaster-resilient as possible. By aiming for Passive House Standards and incorporating geothermal technology, the development will offer residents significantly reduced energy costs while minimizing environmental impact.
The five developers selected for Smart Move Program funding are:

- Affordable Housing Alliance, Inc. (Robbinsville Township, Mercer County)
- Beacon Development Partners (Newark, Essex County)
- Sackett St Redevelopment LLC (Jersey City, Hudson County)
- Noire Homes LLC (Newark, Essex County)
