Counseling and Education
HUD Certified Housing Counseling and Homeowner Services Provided By The AHA Include:
Financial Capabilities Counseling:
- Financial capabilities counseling provides financial coaching to assist with improving credit scores, developing realistic spending plans and how to effective use a budget, trimming expenses, strategies to increase savings and money management education aimed at assisting Monmouth residents move from financial difficulty to economic well-being. Foreclosure Intervention Counseling:
- The AHA assists homeowners with reviewing their finances to see if they are able to afford their current mortgage obligations, assist with applying for loan modifications with lenders and provide other helpful resources to avoid foreclosure. Homebuyer Counseling & Education:
- The AHA assists first-time homebuyers in determining their mortgage readiness and understanding the process, reverse mortgage counseling to assist seniors with aging-in-place through utilizing the equity in their home all through available 1-on-1 counseling sessions either in-person or virtual. Through a platform partnership AHA is able to provide housing education courses powered by eHome America’s Housing Education courses. These courses are designed to help you understand the home-buying process, and what happens after you move into your home. Reverse Mortgage Counseling (HECM):
- If you are a homeowner age 62 or older and have paid off your mortgage or paid down a considerable amount, and are currently living in the home, you might qualify for a reverse mortgage program that enables you to withdraw a portion of your home’s equity. Reverse mortgage counseling assists seniors with aging-in-place through utilizing the equity in their home all through available 1-on-1 counseling sessions either in-person or virtual. Mortgage & Rental Arrears and Security Deposits
Applications for mortgage & rental arrears and security deposit assistance open and close periodically based on the number of applications received at any given time period.
You MUST be a current Monmouth County resident and earn less than 200% of the Federal Poverty Income Guidelines (click here for guidelines). Kindly review the additional eligibility requirements mentioned below, if you feel you meet all requirements, click on the application link below. If your application is approved, the assistance payment will be provided directly to your landlord, property management, or mortgage/loan company

Rental Arrears
- For past-due rent payments
- You must be a current resident of Monmouth County and live at the dwelling you’re seeking assistance for
- You must earn less than 200% of the Federal Poverty Guidelines
- You must provide all requested documentation by the due date
- You must demonstrate budgetary sustainability to one of our financial counselors
- Not eligible if you do not have a source of income
- Not eligible if you’ve received assistance from the AHA within the last 12 months
- Not eligible if you owe more than $6,000, unless you can provide verified funding to make up the difference
Mortgage Arrears
- For past-due mortgage payments or past-due property tax payments
- You must be a current resident of Monmouth County and live at the dwelling you’re seeking assistance for
- You must earn less than 200% of the Federal Poverty Guidelines
- Your name must be on the mortgage
- You must be able to provide copies of your current mortgage statement
- You must provide all requested documentation by the due date
- You must demonstrate budgetary sustainability to one of our financial counselors
- Not eligible if you are in foreclosure. Consider our Foreclosure Prevention Counseling as an alternative.
- Not eligible if you do not have a source of income
- Not eligible if you’ve received assistance from the AHA within the last 12 months
- Not eligible if you owe more than $6,000, unless you can provide verified funding to make up the difference
Security Deposit & First Month Rent
- For security deposit and/or first month’s rent payments
- You must be a current resident of Monmouth County
- You must already have the rental property secured
- You must earn less than 200% of the Federal Poverty Guidelines
- You must provide all requested documentation by the due date
- Not eligible if you’ve received assistance from the AHA within the last 12 months
- Not eligible if you owe more than $6,000, unless you can provide verified funding to make up the difference
Housing Stability Services
The Housing Stability Program provides financial counseling, landlord-tenant mediation, foreclosure counseling, and linked arrears assistance for renters and homeowners seeking to stabilize their housing conditions. These can include such programs and resources as:
Ocean County Coordinated Entry & Rehousing Services:
- Provides short-term, future rental assistance and bundled services to help people experiencing homelessness obtain housing quickly, increase self-sufficiency, and stay housed, without preconditions.
- Programs that are designed to assess and refer individuals experiencing homelessness. Available to eligible Ocean County residents.

Emergency Services:
- Shelter placement requires a referral. Contact Monmouth County Social Services to speak with the Homelessness Intake at 732-431-6000 ext. 4613 between 8:30 a.m. and 4:30 p.m. Monday through Friday. Those experiencing homelessness after business hours may call 2-1-1.
- Provides up to thirty days of temporary housing, nutritious meals, advocacy, stabilization, and supportive services for those individuals experiencing homelessness.
Transportation Services:
- Provides access to taxi vouchers for employment, medical, educational, and other essential needs to eligible participants. Available to eligible Monmouth County residents. Learn More
Youth Services:
- Summer camp placement is limited and only available for ages 6-12. Summer camp placement requires a referral from the camp. For Monmouth/Ocean County Police Athletic League, contact 732-455-3325 or info@monocpal.org. For YMCA Summer Camp, contact 732-836-9177 ext. 815 or summerfun@ymcanj.org.
