Kathleen Kerr
Director of Utilities
Ms. Kerr currently oversees the Utility Assistance Department which administers the Payment Assistance for Gas and Electric (PAGE) Program, Low-Income Home Energy Assistance Program (LIHEAP), Universal Service Fund (USF), NJNG Gift of Warmth (GOW), and ACE Helping Hands. These programs assist low-to-moderate income households from Monmouth County and the state of New Jersey with paying their utility bills. Ms. Kerr is responsible for the integrity of the programs in addition to building relationships with affiliate agencies and utility companies, approving grants for all clients, assisting clients as needed, and ensuring that clients receive their grant payments.
Ms. Kerr spent 19 years at PSE&G, most of which was spent in Customer Operations. During that time, besides having supervised field operations in meter reading and collections, she was a district manager in Roseland and the East Gate District offices, managed the 24-hr call center, and was the Director of Customer Operations. Kathleen spent 10 years at NJ Natural Gas as Vice President – Customer Services, leading operations in all Customer Contact Operations, Revenue Cycle Services, Customer Satisfaction, and Customer Outreach, and successfully led her departments throughout Superstorm Sandy. For 10 years she also chaired the NJ Utilities Association (NJUA) Customer Service Committee which was comprised of gas, electric, and water companies.
Ms. Kerr has attended the Harvard Business School Program for Management Development and received a bachelor’s degree in business administration from Villanova University.
